Section - I
〔+ Introduction + 〕
Site-Policy Regulation is a set of rules dedicated to protecting the safety of the Foundation Personnel and the administrative affairs among the Foundation Personnel. As well as the Security environment of the Site.
All Personnel are obligated to follow the Site Policy; under no circumstances are you allowed to break or modify the regulations that are set up within this document.
The Administrative Department is the only department permitted to enforce this Document; no other Department than the Administrative Department itself is allowed to enforce the document.
The document will provide information such as Security Protocol, Administrative Affairs, Basic Site-Regulation, and so much more. The only Personnel that are exempt from this document are as follows:

Section - III
〔+ The Personnel Duty/Property + 〕
[1.1] - All equipment provided by SCP Foundation is assigned a designated identification number, which is also added to the owner of the respective equipment's profile. [A-B]
[1.1.1] - Personnel are authorized to utilize only the equipment assigned to them.
[1.2] - All foundation property must not be stolen, distributed to others, intentionally modified, or delibderately damaged. [A-B]
[1.2.1] - Weapon attachments are not subject to the customization restrictions.
[1.2.2] - This rule does not apply to departments conducting repairs within the site.
[1.2.3] - This rule does not apply to the departments researching the utilized equipment.
[1.3] - All personal belongings within the facility are added to the owner of the respective equipment's profile. [A-C]
[1.3.1] - If personnel belongings cannot be brought into the facility, security personnel have the right to retain the belongings until the personnel's departure.
[1.4] - All personal belongings within the facility should be stored securely in the designated lockers and should not cause any distraction to other personnel. [A-B]
[1.5] - Personnel must obtain prior approval from the Site Director, Engineering And Technical Department and the Administrative HC before replacing site infrastructure or transporting equipment outside the premises. [B-D]
[1.6] - All personnel are required to report any damage to the facility's infrastructure to the Administrative Department officials. [A-B]
[1.7] - The recovery of escaped SCP objects is conducted by designated Mobile Task Forces responsible for anomaly recovery. [B-D]
[1.7.1] - If the assigned Mobile Task Forces are not on site at the moment, other specialised containment Mobile Task Forces may respond to the breach, to avoid causing chaos during critical moments.
[1.8] - Personnel are not allowed to share any information that is considered to be for high-level personnel. [C-F]
[1.8.1] - Foundation Personnel are prohibited from affiliating with the Hostile Force at all times; this includes allowing them to be in any sector. As well as being prohibited from making any deals with them for their own benefit.
[1.9] - Foundation Personnel are not permitted to harass or verbally insult personnel around; all personnel must remain professional and respectful with each other. [A-D]
[1.9.1] - However, if the insult itself is meant to be used as a form of “Sarcasm” or joking with the personnel is allowed, as long as the personnel who are being joked with are fine with it.
[1.10] - Any Physical Assault or fights going around the site are strictly prohibited. Security-Forced will be obligated to engage and cease the assault at all costs. [A-F]
[1.10.1] - If the personnel claims that he was defending himself against the attacker, the attacker would be the one punished, but there should be evidence to avoid accusing each other.
[1.10.2] - Any Practice fights or boxing must be done in the training room; under no circumstances can they be done anywhere except for the Training Room.
[1.10.3] - Any Assassination or Assassination Attempt on Foundation Personnel is strictly prohibited, especially attempting to murder a Class-A Personnel.
[1.11] - High-ranking personnel are prohibited from issuing any orders that could be counted as rule-breaking or cause severe issues to the Operation overall. [C-F]
[1.12] - Personnel are obligated to follow the role that they hold. This means they cannot perform a duty or task that isn’t listed in their Role. For example, a Researcher guarding a checkpoint, a guard doing a test, etc. [A-D]
[1.12.1] - However, Personnel are permitted to switch their role within the site, but must inform the Personnel about their switch of role, which means a transfer to another department or unit.
[1.14] - Personnel are not permitted to host any Party or concert inside the facility, as it will cause a major security risk if personnel aren’t stationed to do their job. [B-D]
[1.14.1] - Holiday Party or any holiday season may be allowed to be conducted, but only in zones that don’t have any SCPs nearby, and only being hosted at Sector-1, where security staff must be present. It must also be approved by the AD HC+.
[1.15] - Conspiracy against the SCP Foundation, Personnel, or anything is highly prohibited. This includes any plans that involve sabotaging or assassinating Foundation Personnel. [B-F]
[1.15.1] - Misrepresenting any information or lying about their identity to make a person feel endangered is highly prohibited, as this could cause serious security concerns and make people feel that they’re in danger.
[1.16] - Under no circumstances are personnel permitted to do any bribery for their own benefit, as well as for reasons such as doing something for their own good, assassinating someone, etc. [B-F]
Section - IV
〔+ Medical Practice/Rules + 〕
[2.1] - Under no circumstances are personnel allowed to misuse any of the medical tools provided in the Medical Sector or inside medkit bags. [B-D]
[2.1.1] - Medical Personnel are prohibited from taking medical tools or medication out of the Medical sector without the authorization of the MD, HR+ personnel, or AD.
[2.1.2] - Selling or tampering with the Medical Tools, or not having them properly cleaned nor placed in the right spot, will result in heavy consequences.
[2.2] - All Medical Personnel must have a PhD Degree or Medical License at all times to confirm that they’re actually a doctor, without faking as it will count as fraud. [C-D]
[2.2.1] - Each Medical Personnel member has their own designated role, such as a Psychologist or surgeon, which means that they’re required to have a license with those types of roles when performing them.
[2.3] - Non-medical personnel are not permitted to enter into any medical Bedroom or Surgery room that is currently actively being used. [A-D]
[2.3.1] - However, non-medical personnel may be allowed to enter the medical bedroom if they’re granted by either the patient themselves or the medical personnel stationed in the current room. Except for the Surgery room, to avoid distraction during the surgery.
[2.3.2] - Medical Personnel may request combatant personnel to be stationed at the medical bedroom or surgery room if the personnel themselves are in a high position or of importance, or when they don’t want any trespassers to interrupt the procedure of the surgery or medical process. Only 3 at maximum is fine unless it is required to have for other reasons.
[2.3.3] - Non-medical personnel inside the medical bedroom are permitted to hand the patient any gift, but a guard must verify it in case they’re secured and safe. Gifts that are allowed are Photo, Toys, Plants, and food (Except for a few). But not weapons, chemical tools, or tools that could pose a high security risk.
[2.3.4] - Therapy sessions are meant to be kept in private, and the medical personnel are prohibited from sharing any information from the therapy session unless they possess a high risk of SCP Operation or confession of any act they had committed against the SCP Foundation. Only the Therapist is permitted to be inside the medical bedroom with the diagnosed patient.
Section - V
〔+ Research Purpose + 〕
[3.1] - Researcher personnel are not allowed to force D-Class Personnel to participate in an Experiment that they refuse to participate in. [A-C]
[3.1.1] - In most of the situations, researchers will be granted the right to force D-Class into being tested as SCPs that require any sacrifice or human feeding to keep them contained. As well as for recontainment purposes and for general things within ScD.
[3.2] - During the Experiment, Researcher personnel are required to have at least one escort at all times when handling the SCPs. [A-B]
[3.3] - When conducting an Experiment, Researcher personnel are prohibited from entering a containment cell that contains a highly dangerous SCP or Keter SCPs. [B-F]
[3.3.1] - Researcher Personnel may be allowed to do an interview with SCP that does not pose any harm, but must be required to have an addition of 2 Escorts. They may use D-Classes for interview purposes. Researchers can also do it through the window of the CC outside.
[3.4] - Before the Test begins, a brief must be done on the D-Classes, alongside checking them for any weapons. If they do, they either have to remove it or the guards will terminate them if they ever use it. [B-C]
[3.5] - Researcher Personnel are heavily prohibited from harming the SCPs or putting the D-Class in danger for no solid reason. [C-F]
[3.6] - During Exploration-Experiment, all D-Classes must be equipped with a standard flashlight alongside a few days of MRE rations if the exploration will take hours. [B-D]
[3.6.1] - If a Researcher would like to use the Mobile Task Force for exploration reasons with SCP, they must have approval from the AD HR+ alongside ScD HR+.
[3.7] - If the Scientific Department would like to change the classification of the SCP anomaly, they must contact the Department of Containment about it. [B-D]
[3.8] - The Scientific Department is the only department permitted to be the one responsible for changing the classification of the SCP. (OOC: Including asking permission from the Acting Department) [A-C]
[3.9] - During Cross Test with two SCPs, the Researcher must have at least +4 Guards alongside, warning the entire facility about this. [B-F]
[3.9.1] - Any Cross Tests related to having two stronger SCPs must be approved by the AD HC+ alongside EC HC+. This includes having an escort of at least 6-10 Guards, depending on the SCPs they’re experimenting with.
[3.9.2] - The Containment Cell must be placed under lockdown once the Mass Test is initiated to prevent any personnel from interrupting the experiment.
[3.10] - A researcher can only have a maximum of 3 D-Classes in total during the experiment; however, they may have more D-Classes if they only have written from ScD HR+ and a reason behind it. [B-D]
[3.10.1] - The Max of D-Classes that is possible to have is only 10, and each escort will increase depending on the number of D-Classes present within the test. Meaning that 6 escorts are required for 10 D-Classes.
[3.10.2] - All the Mass Test must have been planned to avoid any disorganisation or misuse of the experiment, as it could cause high.
[3.11] - During Breaches/Riots/Infectious, the researcher must cancel the experiment and order the guard to escort the D-Class Personnel back. If bringing them back is impossible, they must instead be at a breach shelter or terminated if not possible. [A-D]
Section - VI
〔+ Checkpoint/Lockdown + 〕
[4.1] - The Security Department/Mobile Task Force has full control of guarding checkpoints such as Sector-1, Sector-2, and Sector-3. However, the AD and EC will be responsible for overseeing them. [A-C]
[4.1.1] - All Security Personnel must carry a Keycard & Biometric Scanner to identify if the keycard itself isn’t fake or stolen.
[4.2] - Personnel who aren’t L4 must provide identification and a keycard to prove that they’re foundation personnel or at least have the high clearance to be able to go through the Sector. [A-C]
[4.2.1] - If the Personnel refuse to provide any clearance nor have a higher clearance, they will be rejected from entering that sector.
[4.2.2] - If the Personnel is found having any fake clearance or stolen identification, they must be brought into questioning by the Law Department
[4.2.3] - Level-5 (OOC) Personnel are permitted to bypass the Checkpoint; Level-4 Personnel may also bypass but must show identification and have their keycards scanned.
[4.3] - Level-1 Personnel are permitted to enter Sector-1, Level-2 Personnel are permitted to enter Sector-2/3 and Sector-Hollow. [A-B]
[4.3.1] - If a personnel is caught with insufficient clearance or having a sector-blacklist, they must be escorted out of the sector and reported to an EC or AD Staff.
[4.4] - When setting a lockdown, the personnel must announce the lockdown via radio to inform personnel to avoid entering a zone that is under lockdown. [C-F]
[4.4.1] - The Personnel are strictly prohibited from abusing the lockdown or setting up a lockdown for no proper reason at all.
[4.4.2] - The Personnel aren’t allowed to lockdown an area for the sake of hiding something that breaks the regulation or use it to commit any criminal act.
[4.4.3] - The Administrative Department HC+ or EC HC+ is allowed to lift any lockdown made by personnel if the reason is invalid.
Section - VII
〔+ Evacuation Protocol + 〕
[5.1] - Class-C and Class-B Civil Personnel must evacuate to the Breach Shelter when an anomaly or infectious breaches from the containment cell, including a riot made by either D-Classes or HGOI. Security forces must be stationed at all costs. Unarmed Class-D may sometimes be brought as well if the researcher needs them for tests later. [A-C]
[5.1.1] - Any Personnel who have been infected must either be placed under quarantine or terminated on-site if the patient cannot be fully treated.
[5.1.2] - If Personnel refuse to evacuate to the Breach Shelter, the guard will forcefully drag them in. If not, then they left them off to later be killed by an SCP or ended up infected.
[5.1.3] - Personnel are not permitted to cause any trouble inside the breach shelter or annoyance. If doing so, they will be restrained.
[5.2] - Class-A Personnel will instead be placed under a Secret Zone to prevent any GOI, SCP, or D-Class from reaching them. As well as high security demands to protect them. [A-C]
[5.2.1] - During a massive riot or Warhead, Class-A Personnel will instead be evacuated via helipad to flee from the site.
Section - VIII
〔+ SCP Treatment/Protocol + 〕
[6.1] - Personnel are prohibited from verbally or physically harming any of the SCPs contained inside the facility. This includes harassing them or provoking them. [B-F]
[6.2] - SCP Anomalies that are friendly or trusted will have the right to report any Foundation Personnel who have harmed them or caused any issues to them. The SCP anomaly must report it to AD or EC Personnel.
[6.2.1] - If the SCP anomaly is caught abusing this report system will result in having them revoked and thus unable to report anything at all to the Department listed.
[6.3] - Personnel are obligated to feed the SCP anomaly at all times if the SCP themselves require being fed to avoid them from breaching due to a lack of food or human food. [B-D]
[6.4] - If a Personnel member sees a missing SCP or an SCP outside of the containment cell, they must immediately report it to the Mobile Task Force “Fox” or any other MTF to issue a recontainment emergency. [A-F]
[6.4.1] - Non-combatant personnel are prohibited from interfering with the recontainment protocol; any personnel attempting to recontain and disturb the recontainment must be either taken away or terminated.
[6.4.2] - Any D-Class Personnel attempting to assist with the recontainment measure voluntarily must be terminated instantly without hesitation. D-Class may only be used if it is needed for the recontainment Protocol.
[6.4.3] - Under no circumstances are combatant personnel allowed to use foundation personnel as a way to recontain the SCP; only D-Class Personnel can be used for containment reasons. However, during large-scale or a lack of D-Class Personnel, the Combatant Personnel will be granted to use a personnel as a sacrifice to recontain the SCP.
[6.5] - The Containment Cell must be cleaned when it's needed, which includes replacing any broken furniture, removing any corpses, and removing any remains or trash inside the containment cell. As well as replacing any materials inside. [A-B]
[6.5.1] - Foundation Janitor Personnel may be used only when cleaning a containment cell that contains an SCP that doesn’t cause any harm or security risk.
[6.5.2] - Only D-Class Janitor may be used to clean a containment cell that contains SCPs that are harmful or too dangerous for FP to clean. For example, SCPs like 173 or 096 cells.
[6.6] - Foundation Personnel are prohibited from breaching or assisting the SCPs in leaving the containment cell. Any Personnel who have breached or attempted to breach an SCP will be brought to questioning. [C-F]
[6.6.1] - If the Foundation Personnel have been affected by the SCP Control or being used by the SCP Mind control, they will be brought to a medical check and placed under quarantine until they recover.
[6.6.2] - Any D-Class Personnel who were caught breaching the SCP will be immediately terminated at all costs.
[6.7] - Foundation Personnel may be allowed to form connections with the SCP anomalies that are trusted or friendly, but they can't use this connection to give the SCP any information, trash-talk about a department or their current state, or misinform the SCP. [C-F]
[6.7.1] - Any Foundation Personnel who form a connection with the SCP anomaly must inform the Administrative Personnel directly if they allow it or not.
[6.7.2] - If a Foundation Personnel or D-Class Personnel is needed for SCP to be contained due to their strong connection, then they will be assigned to that SCP Containment.
[6.7.3] - If the Foundation or D-Class Personnel is caught abusing this containment protocol, they will be subjected to disciplinary punishment, while the SCP will be under amnestic to erase their memory of that person. If they’re immune to the amnestic, Personnel will instead be assigned to E-Class Personnel to keep the SCP calmed.
Section - IX
〔+ Facility Entry/Weapons Rules + 〕
[7.1] - Only Foundation Personnel are allowed to exit and enter the Facility Site with clearance and identification.
[7.1.1] - Neutral and Friendly Group of Interest may be allowed to enter into the Facility if they have sufficient clearance to be permitted to enter and approval from the Site Director or Administrative High Command.
[7.1.2] - Hostile Groups of Interest are prohibited from entering the Facility Site. If foundation personnel catch any HGOI on-site, they must immediately report it to Site-Security.
[7.1.3] - Non-Foundation Personnel cannot under any circumstances enter the Facility Site unless they have an approval document signed by the AD or any high-ranking individual for a reason. Tourists won’t count as a reason.
[7.2] - Under the Second Amendment of the United States Constitution, foundation personnel are allowed to carry any firearms and melee weapons for Self-Defense. [A-D]
[7.2.1] - Only Combatant Personnel may carry large weapons, while Civil Personnel can only carry basic firearms like a Glock, pepper spray, and a knife.
[7.2.2] - Foundation Personnel cannot share any of their weapons with other Personnel, and any personnel who pose any mental health problem, like violent intent, cannot carry a weapon with them.
[7.3] - Foundation Personnel must have their weapon holstered at all times when entering into the Administrative Zone. [B-D]
[7.3.1] - This regulation is only excluded for Combatant Personnel who are guarding any High-Ranking Personnel.
Section - X
〔+ Clearance/Software System + 〕
[8.1] - RAISA is the only Department allowed to change or modify any of the files contained inside the SCPiNet. Any Department that isn’t the RAISA cannot change any clearance or modify the files. [A-C]
[8.2] - Each Personnel must have their own perspective files and Database on where they’re going to log anything, like clips, Photos, etc. If not, then the RAISA may reject any of the files logged if they don’t specify where they will log it. [B-D]
[8.2.1] - Any Files that have malware inside to intend to hack the Department Files or the overall RAISA Database will be highly prohibited. Anti-Virus will be used to analyse the clip or anything to see if it contains a virus.
[8.2.2] - If a Database has been hacked by Foundation Personnel or the GOI, the Database must be placed under lockdown by RAISA. Meaning no one will be able to log anything in that database until the hackers are dealt with.
[8.3] - Any Foundation Personnel who have access to the Database are not allowed to share any sensitive information from it. If doing so, it will result in being interrogated. [D-F]
[8.4] - Foundation Personnel are prohibited from modifying or making any Clearance Cards without the permission of the RAISA High Command Staff and Administrative Council. This includes modifying Identification. [C-F]
[8.5] - If the Department would like to have its own Database, they must contact the RAISA for permission to have their own Database if they want to log anything into it. [A-C]
[8.5.1] - Department Databases are required to have complex passwords when accessing to restrict anyone from trespassing into the Database. Every 3 weeks, the passwords must be changed or if they are leaked. Immediately reporting it to RAISA.
[8.5.2] - In case of non-identified personnel who manage to access the Database of any department, they’re immediately meant to be reported to the RAISA to track the user and deal with it.
[8.6] - When accessing the SCPiNet, all Foundation Personnel must have an account with a complex password and their codenames as usernames to identify themselves. [A-F]
[8.6.1] - The Internet will be highly restricted, meaning that certain pages cannot be accessed due to Internet Security Risk of a personnel attempting to leak anything from the SCP Foundation. This includes any video game application.
[8.6.2] - All Personnel will be given a Standard Foundation Phone that only works for emailing Personnel, chatting with Foundation Personnel, making phone calls, and watching videos on SCPTube that only contain informational or comedic videos about SCP or any Department Recruitment. They cannot use their phone during work or have a camera on it.
[8.6.3] - The Computer Settings will be locked to avoid any personnel modifying anything inside the Computer. If the Foundation Personnel would like to change their background on the PC, they must contact the RAISA about it.
[8.6.4] - RAISA High Command will be the only personnel to have Administrator access to all servers and monitor every user inside the SCPiNet. As well as checking any of their activities.
[8.6.5] - Only Class-A Personnel are allowed to bring their own phone or laptop to the SCP Foundation, but they cannot use those phones to take pictures unless given permission or record anything.
[8.7] - All Standard Foundation Phones will contain a tracker in case the phone is either stolen by someone or goes missing, to prevent the phone from being used as a sort of leak. RAISA may also have the power to lock that phone if they have the VoIP number of it.
[8.8] - All Computers inside the Facility Site will be connected to the Private Network, meaning that anyone outside of the site attempting to access the SCP Foundation Network will be immediately rejected. [B-F]
[8.9] - Only the Ethics Committee High Command and the Administrative Personnel Council are permitted to issue any Clearance Suspension toward either a Department or Personnel with doing the valid contracts with RAISA.[C-F]
[8.9.1] - If the Clearance Suspension has been abused or doesn’t have a proper reason as to why it’s suspended, it will be automatically denied.
[8.9.2] - Before Clearance Suspension is given, at least 3 AD Council+ with 2 EC HC+ or 3 EC HC+ with 2 AD Council+ have to approve of the Clearance Suspension as one AD, or EC cannot do it by themselves.
[8.10] - It is heavily prohibited to sell any SCP Foundation Hard drives, computers, or Foundation Standard Phones, clearance inside and outside of the SCP Facility Site. Even erasing any SCP Foundation info from the hard drive will not be a valid excuse. [D-F]
[8.11] - Everything regarding the Clearance should be talked with RAISA HC+ before taking any action.
